PANAMA CITY, Fla. — What began as a peaceful Tuesday evening turned into a devastating tragedy that has left the Panama City community reeling. On November 11, 2025, 57-year-old Tammy Chambers lost her life in a senseless shooting at the intersection of 10th Street and Jenks Avenue — an act police say was the result of mistaken identity.
According to the Panama City Police Department (PCPD), officers responded to reports of gunfire around 7:30 p.m. When they arrived, they found Tammy inside her vehicle, unresponsive and suffering from multiple gunshot wounds. Despite the swift response of first responders, she was pronounced dead at the scene.
Authorities revealed a heartbreaking detail — Tammy had been on the phone with her husband when the shooting happened. He reportedly heard everything — the confusion, the sound of gunfire, and then silence. What began as a simple evening conversation between a husband and wife ended in an unimaginable moment of grief and loss.
At a press briefing the following night, investigators confirmed that Tammy was not the intended target. Detectives said she was tragically caught in the wrong place at the wrong time. Within just 24 hours, police identified and arrested three suspects in connection with the killing: 16-year-old Uriah Armstead, charged with murder; 18-year-old Davion Sutton, charged with murder and possession of a firearm by a felon; and 33-year-old Kamilah Armstead, charged as an accessory after the fact. Officials also confirmed that Sutton was on probation when the shooting occurred.
Law enforcement officials commended the quick cooperation between the Panama City community and neighboring agencies, which led to the arrests. Police emphasized that there was no continuing threat to the public. “This was a tragic and senseless act,” one officer said. “But the teamwork and vigilance of our community allowed us to find those responsible and bring them to justice swiftly.”
