VALE, Ore. — The community of Vale is grieving the heartbreaking loss of 70-year-old Phillip Earl Kinstrand, who tragically lost his life in a two-vehicle crash on Tuesday, November 4, 2025, along Highway 201 near milepost 17 in Malheur County. The devastating accident has left family, friends, and neighbors mourning a man remembered for his kindness, hard work, and devotion to those he loved.
According to the Oregon State Police, Phillip was driving a Pontiac G5 northbound when, for reasons still under investigation, his vehicle veered into the southbound lane and collided with the trailer of a Freightliner commercial motor vehicle driven by 46-year-old Zachary Dean Piper of Fruitland, Idaho. The impact was severe, and emergency responders pronounced Phillip deceased at the scene. His passenger, 35-year-old Kayla Diane Harlan of Ontario, sustained serious injuries and was transported to a nearby hospital for treatment. Piper was reportedly uninjured.
Authorities closed Highway 201 for approximately two hours as investigators and first responders worked through the aftermath of the crash. Both the Ontario Police Department and Ontario Fire Department assisted the Oregon State Police in managing the scene and collecting evidence to determine what led to the tragic collision.
