Sharmain Serrano Killed in Suspected Hit-and-Run in Feltonville, North Philadelphia

A tragic incident in the Feltonville neighborhood of North Philadelphia has left a 39-year-old woman dead after what police believe was a hit-and-run crash late Sunday night. According to the Philadelphia Police Department, the incident occurred around 11:41 p.m. when a passerby discovered the woman’s body in the roadway at C and Ruscomb streets. Responding officers found her unresponsive, and she was rushed to a nearby hospital, where she was pronounced dead at 12:19 a.m. Monday.

Authorities later identified the victim as Sharmain Serrano. Investigators believe she was struck by a gray sedan while crossing the street. The driver reportedly fled the scene, leaving Serrano behind. Police have since launched a hit-and-run investigation, working to determine the identity of the motorist responsible for the deadly collision.

Investigators noted that there are several surveillance cameras in the area that could help identify the vehicle involved. Officers from the department’s Crash Investigation Division are reviewing footage and interviewing witnesses to gather any leads. Authorities have urged anyone with information to come forward to assist in bringing justice to Serrano and her family.

Residents described the intersection as notoriously dangerous, with frequent speeding and prior crashes. Several neighbors told NBC10 that drivers often ignore traffic laws in the area. One woman shared that she was hit by a car at the same location in 2022, suffering severe leg injuries that required reconstructive surgery. “This is a bad corner. Many accidents. You’re coming one block off the boulevard,” she said. “What’s the hurry? You’re going to reach your destination. It’s not worth somebody’s life.”

Police are asking anyone with knowledge of the crash to contact the Crash Investigation Division at 215-685-3180 or to submit anonymous tips by calling or texting 215-686-TIPS (8477). Authorities emphasized that even small pieces of information could help identify the driver and bring closure to the victim’s family.

The loss of Sharmain Serrano has left the community heartbroken and calling for change. Neighbors are demanding increased safety measures, including speed enforcement and better crosswalk visibility, to prevent future tragedies. The investigation remains ongoing as police continue to review evidence and urge public cooperation in finding the person responsible.
